Culpeper schools report fewer classroom distractions after year of Yondr pouch program

Laura Hoover presented a one-year review of Culpeper County Public Schools’ Yondr cell-phone program, saying the division launched the initiative divisionwide in December 2024 and collected staff and student feedback as part of its assessment. Hoover reported results from a staff survey of 286 respondents that, she said, showed reduced classroom distractions, improved classroom management and fewer phone-related discipline incidents.
Dr. Nate Bopp, speaking at the board meeting, said in his 20 years with the division he has not seen an initiative “have a more direct and positive impact on teachers, students, and the overall school environment,” and he encouraged board members to visit schools to observe the changes.
Board members pressed staff on implementation details during a question-and-answer period and voiced strong support for continued enforcement of a bell-to-bell instructional policy in tandem with the Yondr pouches. Hoover told the board that students and staff also reported a positive shift in common-area culture and improved peer interactions.
Staff identified two implementation challenges: increased Chromebook-related distractions and logistical issues around unlocking devices when needed. Board members and staff discussed logistical workarounds but did not adopt new policy changes at the meeting.
The presentation included a review of stakeholder feedback and suggested the program remain in place while staff monitor Chromebook usage and refine unlocking procedures.
