Culpeper County panel vets updated promotion, retention and out-of-zone attendance regulations

The Culpeper County School Board Administration Committee reviewed a slate of updated policies and superintendent regulations at its Dec. 16, 2025 meeting, approving the packet for first reading Jan. 12, 2026 and second reading Jan. 26, 2026.

Dr. Houck told the committee the packet included the promotion and retention policy (IKE) for reference and a revised superintendent regulation (IKE-SR1) that aligns language and procedures with current division practices. He said the regulation expands the list of multiple measures used for promotion and retention decisions, clarifies acceleration criteria, provides detailed procedures for retention decisions and parent-notification timelines, and explicitly prohibits using Standards of Learning (SOL) test scores as the sole criterion for promotion or awarding credit. The committee discussed how retention decisions are made; Ms. Baker asked about parent involvement, and Dr. Houck said parents serve on the Retention Review Committee but the principal holds final authority on grade placement. The regulation describes the Retention Review Committee as including a school administrator, a school counselor, classroom teachers, reading and math specialists, and a case manager when applicable, and requires teachers to share data with parents no later than February if concerns persist.

The committee also considered JC (School Attendance Areas) as a reference item with no substantive changes and examined two revised out-of-zone regulations. Dr. Houck said JC-BR1 was substantially rewritten to follow Virginia School Boards Association guidance and Virginia High School League rules, clarifying acceptable reasons for out-of-zone requests, criteria for approval, denial and revocation, standards tied to attendance, discipline and academic effort, strengthened documentation and timelines, appeal procedures, and athletic eligibility provisions. He confirmed renewal applications will be required annually to help principals manage enrollment and class size; he added that approvals may be denied for class-size limits or if required documentation or updated residency information is not provided, and that continued academic failure after approval can lead to revocation.

On JC-BR2 (out-of-zone and out-of-county attendance for children of full-time employees), Dr. Houck said the regulation now defines eligibility, tuition waiver conditions for nonresident employees, application and renewal timelines, prioritization rules, and revocation criteria aligned with JC-BR1. He told the committee that if employment ends by choice, a student's employee-based out-of-zone status will end at the conclusion of the academic semester but the parent may reapply under the standard parent application process.

Committee members approved the packet to move forward for public first reading and a subsequent second reading on the dates set. Motions recorded in the minutes show unanimous committee support on the agenda, minutes approval and the policy-review scheduling. The Administration Committee adjourned at 10:19 a.m.
