Culpeper schools finance update: enrollment shortfall could cut revenue by about $913,000

Staff provided the committee with an FY2026 financial overview on Nov. 11, saying projected total revenues are $125.6 million and breaking funding sources down as roughly 66% state, 29% Culpeper County contributions and 4% federal revenue.
Staff member Neal Deane told the committee that student membership through October is 8,212 but the average daily membership (ADM) is 8,190 — below the budgeted ADM of 8,315. That gap, Deane said, produces an estimated revenue shortfall of approximately $913,000, or about 0.7% of total projected revenue for FY2026. Year-to-date expenditures were described as aligning with prior-year pacing, with about 28% of the School Operating Fund and 26% of the Food Service budget spent so far.
Deane and Dr. Tony Brads subsequently addressed questions from committee members about the enrollment figures and budget pacing. The committee did not take any formal budget actions at the meeting; staff indicated continued monitoring and reporting to the full board as needed.
The Finance Committee adjourned at 5:37 p.m. and scheduled its next meetings for Dec. 8, 2025, and Jan. 12, 2026, both at 5:15 p.m. at the County Administration Office.
