Finance committee: operating fund at 20% of budget, food-service deficit smaller than projected

Neal Deane, finance staff, told the Culpeper County School Board Finance Committee on Oct. 13 that year-to-date expenditures for the School Operating Fund totaled $25,065,548 as of Sept. 30, 2025, representing 20% of the approved annual budget of $125,633,032.
Deane said instruction accounted for the largest portion of spending at $18,827,532 (19% of its allocation). Administration, attendance and health expenditures were reported at $1,263,089 (23%); operations and maintenance at $2,653,606 (24%); transportation costs at $1,353,938 (20%); facilities at $36,022 (23%); and technology at $931,361 (18%).
For the Food Service Fund, Deane reported total revenues of $939,907 (21% of the $4,400,750 budget), including $845,621 in federal funding and $94,286 in local and other revenue. Expenditures for food service were $1,116,646 (22%), resulting in a year-to-date deficit of $176,739 — notably smaller than a previously projected shortfall of $627,072. Deane said these figures include accruals for federal reimbursements expected in October and September food and supply costs paid in October.
