Finance committee recommends vendors’ bills, including $1.8 million Taft Construction invoice, to full board

The Culpeper County School Board Finance Committee unanimously voted Nov. 11 to forward a slate of vendor bills to the full school board for consideration, after staff reviewed routine operating charges, food-service invoices and several large capital-related bills.

Staff member Neal Deane reviewed the list of invoices submitted for approval and highlighted both recurring operating items — utilities, copier leases and food-service vendors — and larger capital and professional-services bills. Among the largest entries were a $1,800,634 invoice from Taft Construction for the CMS renovation, $171,524 to RRMM Architects, $119,321 to Garland for roof coating, and $110,358 to Rappahannock Electric. Deane also noted multiple special-education service vendors and renewals among the line items.

The committee voted to recommend the bills be sent to the full board for consideration. Patricia Baker made the motion to forward the bills; Christina Burnett seconded. The motion carried with all three committee members recorded as voting Aye: Patricia Baker, Christina Burnett and Kelley Pearson.

The committee’s recommendation does not itself authorize payment; it forwards the listed invoices and supporting documentation to the full Culpeper County School Board, which must approve any payments or capital project draws. The item will appear on the full board’s agenda for formal action at a later meeting.

The committee also approved the meeting agenda and the Oct. 13, 2025, minutes during the session; both procedural motions passed unanimously.

The Finance Committee set its next meetings for Dec. 8, 2025, and Jan. 12, 2026, both at 5:15 p.m. at the County Administration Office.
