City receives stormwater drainage update; ARPA and bond funds earmarked for projects

City infrastructure staff on Nov. 19 updated the Nacogdoches City Council on progress and funding for stormwater drainage projects across the city.
Mike New, executive director of development and infrastructure, said the city has identified critical locations and is using multiple funding sources. "For FY25, we have $2,800,000" in a special grant (ARPA) fund, he said, and described a drainage project group budgeted at about $2,200,000 that covers Old Lufkin Road, Humphrey Road, Perry Drive and Burke Street. He said a second drainage package (Logansport Street, Kenbrook Drive, Colonial Hills Drive) has a preliminary engineer's probable cost of about $1,046,000 pending bids.
New told council some of the work is already complete (Old Lufkin, Humphrey) and some is under construction (Perry, Burke). He said the city is also negotiating design contracts for a larger set of bond-funded drainage projects and referenced roughly $14.76 million in bond-related stormwater funding, including about $1.2 million identified for design work.
Council members asked about prioritization, ARPA deadlines and the potential need to shift utility funds into drainage if bids come in high. A finance/staff member clarified ARPA designation and spending deadlines: funds must be designated by December 2024 and spent by December 2026. Staff said they will post the presentation slides and maps and return contract documents to council for approval when ready.
The update was informational; council did not take final budget actions during the meeting.
