Culpeper board approves consent agenda, recognizes staff and principal report

The Culpeper County School Board unanimously approved its consent agenda on Feb. 9, signing off on minutes, payroll and payment of bills, permission to apply for federal grants (Titles I, II, III and IV) and the division's Parental and Family Engagement Policy.
Patricia Baker moved the consent agenda and Toni Sheads seconded; the motion carried with all present members voting aye (Baker, Brown, Burnett, Hutchins, Pearson, Sheads). The consent approvals were recorded as routine items and required no additional discussion.
The board also approved a resolution recognizing Virginia School Board Appreciation Month for February 2026 and a proclamation designating School Board Clerk Appreciation Week for Feb. 16–20; the resolution was moved by Elizabeth Hutchins, seconded by Toni Sheads, and approved unanimously. Senior staff member Laura Hoover announced the recognitions and congratulated Superintendent Dr. Tony Brads on being named Region IV Superintendent of the Year.
During presentations, Pearl Sample Elementary Principal Aly Hokanson described the school's biannual Awards Shows, saying the events "celebrate students beyond academics" and outlining award categories and teacher-nomination criteria that emphasize growth, inclusivity and strong school–family connections. Board members applauded Hokanson and commended staff for their work on the events.
There were no public delegation speakers. The board later convened a closed session to consult with counsel about probable litigation and reconvened to certify the session before adjourning at 7:01 p.m.
