Capital Planning Committee awards Elementary School #7 contract, hears roofing, flooring and HVAC updates

At its Nov. 12, 2025 meeting the CCSB Capital Planning Committee was briefed on completed roofing work, active construction at CMS and a contract award for Elementary School #7 to Taft Construction; staff also reported heating-conversion readiness and several flooring and HVAC projects in planning.
The CCSB Capital Planning Committee met on Nov. 12, 2025, and received status reports on maintenance and construction projects across the division, including notice that the contract for Elementary School #7 has been awarded to Taft Construction, committee members were told.
Mr. Robson, speaking for division facilities staff, said the division’s planned heating-system conversion is ready to proceed but remains contingent on suitable Virginia weather conditions. He reported sidewalk and curb repairs to improve accessibility at Farmington, Pearl Sample and A.G. Richardson are scheduled for completion over the Thanksgiving break, and that flooring updates are planned at Emerald Hill next summer.
On completed work, Mr. Robson said roofing at A.G. Richardson and F.T. Binns has been finished with only minor punch-list items remaining. The F.T. Binns roof includes new shingles and a parapet coating that extends the warranty by 10 years, while A.G. Richardson received a protective coating on metal roofing designed to address early rust and secure a 15-year warranty.
Dr. O’Brien reported on larger construction projects. Seven contractors submitted bids for Elementary School #7; Dr. O’Brien said the contract was awarded to Taft Construction following the Nov. 7 bid opening. At the CMS campus, masons have advanced CMU wall construction while crews awaited steel delivery, the underground stormwater (ADS) system is complete, and site preparation for displaced classrooms continues.
Staff also reported that bids for a maintenance warehouse have been received and that permitting work is advancing. An evaluation of the old concession stand is underway to identify potential hazardous materials and any required abatement. Mr. Robson said staff are coordinating permitting and technical work with engineer Dex Sanders and that permitting for land disturbance was posted Nov. 10, 2025.
During the Capital Improvement Plan review, Mr. Robson said a walkthrough and estimate for Sycamore’s LVT flooring conversion came in within budget. Farmington’s LVT flooring walkthrough is complete and staff are reviewing existing plans to finalize measurements and estimates; the Farmington project is expected to come in under budget because of the school’s smaller size. For Emerald Hill, staff received a cost estimate for HVAC upgrades and will work with Mr. Deane on whether CIP funds can be released early to advance engineering work.
Procedural items: the committee approved the meeting agenda (motion by Elizabeth Smith; second by Elizabeth Hutchins) and approved the Oct. 15, 2025 minutes (motion by Elizabeth Hutchins; second by Elizabeth Smith). The meeting adjourned at 8:56 a.m. on a motion by Elizabeth Smith and second by Elizabeth Hutchins. The minutes were prepared by Sara Morand and subsequently approved at the committee’s Dec. 17, 2025 meeting.
Next steps: staff will continue permitting and procurement work on the maintenance warehouse, proceed with the awarded Elementary School #7 contract, and bring engineering requests to the CIP process for Emerald Hill HVAC as funding decisions are made.
