Culpeper School Board directs staff to finalize 2025–2027 strategic plan and keeps Future Educators Academy

The Culpeper County School Board voted Oct. 27 to direct staff to finalize the 2025–2027 Division Strategic Plan based on progress reported from the 2023–2025 plan and to retain the Future Educators Academy as an ongoing initiative. Kelley Pearson moved the directive; Deborah Desilets seconded the motion, which carried unanimously.
Board members heard progress reports on Goals 1, 3 and 4 from division staff. Rob Hauman and Bari Nixon presented Goal #1 updates focused on academic success, including implementation steps for the Virginia Literacy Act, development of a Division Literacy Plan, adjustments to SOL cut scores, expanded professional learning for teachers, curriculum alignment efforts and enhanced family engagement through literacy and STEM events. Nixon also described Special Education initiatives such as expanded professional development for teachers and paraprofessionals and Extended School Year (ESY) services.
Michelle Metzgar reviewed Goal #3 efforts to recruit, develop and retain staff: recognition programs, mentoring for new teachers, expanded pathways to licensure for paraeducators and classified staff, tuition assistance, Pathways to Teaching and the Future Educators Academy, embedded instructional coaching and apprenticeship opportunities within facilities services. The board discussed staffing adjustments needed for new buildings and rezoned areas.
Hauman presented Goal #4 priorities to expand Career and Technical Education (CTE) and career readiness. Strategies cited include increasing the number of CTE credentials earned by students, aligning programs to current labor-market needs, expanding dual-enrollment and work-based learning opportunities and collaborating with Germanna Community College and neighboring systems. Hauman said the division is budgeting for a High-Quality Work-Based Learning Coordinator to strengthen accountability reporting and CTE data tracking. Tony Brads recommended retaining the Future Educators Academy in the plan to support its long-term sustainability; the board agreed.
The directive approved by the board asks staff to finalize the 2025–2027 plan incorporating these priorities and the revision to Division Goal 4, Point 5, to keep the Future Educators Academy as an ongoing initiative. No specific funding amounts or implementation deadlines beyond the budgeting mention were recorded at the meeting.
