Planning commission approves sewer, fiber, church pavilion, playground, and signage resolution

The Farragut Municipal Planning Commission approved multiple permits and site plans at its March 19 meeting, including a sewer right-of-way permit, a short overhead fiber extension, two church site plans and a resolution clarifying who must maintain decorative street and traffic sign supports.

Infrastructure: The commission approved a right-of-way permit for First Utility District’s Turkey Creek sewer phase 2, which staff said replaces a roughly 50-year-old concrete sewer along the Campbell Station Road corridor. Staff described three road crossings on the route — two to be completed with trenchless methods and one open-cut at the dead-end Campbell Lakes Drive adjacent to the Grigsby Chapel Greenway trailhead. First Utility representative Jonathan Hall said the design should provide another 50 years of service: “Hopefully, it’ll get us for another 50 years,” Hall said.

Broadband: The commission also approved a Town right-of-way permit for Charter Spectrum to extend about 358 feet of fiber along the north side of Kingston Pike to serve two recently occupied commercial buildings. Applicant James Christman said the project is largely aerial with minimal underground pedestal work where the underground feed comes up to overhead lines.

Site plans and parks: Planning staff recommended approval of an 1,800-square-foot open-air pavilion at Farragut Christian Church (about 1,500 sq ft open area) subject to lighting details and building permits; the commission approved the plan. The commission likewise approved a preschool playground at Concord United Methodist Church, with staff noting required grading and building permits and a $7,000 erosion-control letter of credit.

Signage policy: The commission approved Resolution PC-26-02, which clarifies that homeowners associations must maintain decorative or alternative street-name and traffic sign supports if developers choose them rather than the town standard. Staff said the change simply records maintenance responsibility on plats and in covenants so the town is not responsible for sourcing nonstandard replacements.
