Harrison Board reorganizes officers, approves policy changes, summer feeding program and audit

The Harrison School District Board of Education on Wednesday completed routine reorganization and approved several administrative items, including personnel-policy changes, the district’s summer meal program and the FY 2024–25 legislative audit.
During reorganizational business the board held nominations and voice votes to set officers for the coming term. Nominations for president and vice president were made and carried after motions and seconds (motions recorded by transcript as made by "mister Burrows" with a second by "mister Wade" for president; other officer motions carried by voice vote).
Administration recommended changes to board policy 3.1 (licensed personnel salary). Staff described three primary adjustments: exempting assistant speech-language pathologists (not yet clinically certified) from the certified speech path stipend; replacing the National Board Certification incentive with the same $1,000 award available via master or lead teacher designation; and delaying review of the extra-duty salary schedule for coaches and activities teachers for one year. Administration and the licensed PPC recommended approval; the board voted to approve the recommended changes.
The board also approved the district’s participation in the Summer Food Service Program. Administration said the program will operate at Harrison Middle School June 1–July 24 (Monday–Friday) and at Forest Heights and Skyline Heights June 1–25; breakfast service is scheduled 8–9 a.m. and lunch 11 a.m.–1 p.m. The board was told participation requires submitting the minutes of this meeting as part of program documentation.
Shannon Lovelace, director of finance, reported on the Division of Legislative Audit review for the fiscal year ending June 2025 and said there were no reportable or supplemental findings. “We had none this year,” Lovelace told the board, praising staff for careful documentation of revenue and expenses. The board voted to accept the FY 2024–25 financial audit.
On an ethics-related item, administration reminded the board of Department of Elementary and Secondary Education rules governing employment of family members. The board approved sending a resolution (Form C) and disclosure (Form B) to the commissioner of education to request approval for rehiring a district employee who is related to a board member.
The board then presented petitions to transfer students and recessed for an extended executive session to address personnel matters.
