Council member (S2) reported that a preliminary study for a Helper–Price walkway and bikeway is complete and that the project likely will be delivered in phases and largely along EDOT right-of-way rather than on private property. The study’s authors continue to refine alignments and work through property-owner concerns; the council discussed a four-phase delivery across several years if funding and easements are obtained.
Mayor Terry and other council members also reported progress on negotiations with the Clinton Canal Company. The mayor described ongoing talks about a memorandum of understanding and a watershed/reservoir project that the city has worked on for four years. ‘‘We’ve been working on this reservoir for 4 years,’’ Mayor Terry said, adding that the council has multiple funding and technical steps to complete before construction.
Council members noted one possible funding approach for the street-lighting component of the walking/biking corridor: a 25% commitment by the local college would make the lighting work more feasible to include on the capital program. ‘‘If the college will commit to 25% for the lines in the city, 25%, then we’ll get it on the CNIB,’’ Mayor Terry said (funding and program names were referenced in the meeting but exact grant/program citations were not provided in the transcript).
What’s next: staff will circulate the preliminary bikeway study, continue MOU negotiations with the canal company and seek phased funding options; council expects further refinements and formal agenda items when funding commitments and easements are clearer.
