City staff presents replacement fee schedule; small garbage, brush, meter and towing fee adjustments noted

City staff presented a replacement fee-schedule document at the March 9 meeting, describing format changes and several fee adjustments across development services, public works and event permitting.
Nate told council the packet's original fee pages were replaced by a new, organized spreadsheet to be used going forward. Key updates include revised fence-permit fees ($25 for fences under 100 feet; $75 for 100 feet or longer, with per-lot charges in subdivisions), new fees for daycare health inspections, an event-permit process with lower fees for nonprofit events, and a new towing fee section aligned to state statute and the city's updated towing ordinance.
Staff also noted consumer-price-index-driven increases to waste-collection charges, describing the residential garbage-bill CPI change as "about a dollar and 6 cents," a change reflected in the packet. City staff said residential curbside brush-removal fees billed on the water account would increase from $2.50 to $3.00 per month, and garbage bag prices would rise from $12 to $14.
The new fee schedule will be used in future agenda items and staff invited council to ask questions; Nate said Susie and staff prepared the spreadsheet and would use it again at a later item on the agenda.
This item was presented as a first reading; staff asked council to treat it as informational tonight and return it for action on a later agenda.
