Council awards $438,165 demolition contract for 26 West Broadway; city to cover half after owner waiver

The City of Muskogee approved a contract award to 5 Star Demolition LLC for $438,165 for demolition and abatement of 26 West Broadway (the Muskogee Hotel), following staff review of eight bids and identified exclusions and conflicts that affected lower offers.

Planning staff said the bid tabulation identified lower bids but with exclusions or conflicts of interest that would have increased cost or prevented award. Staff recommended the all‑inclusive $438,165 bid from 5 Star Demolition as the lowest responsive bid. The council approved the award by roll call.

Staff explained the property owner had signed a waiver so the city’s cost would be half the contract amount, with the owner responsible for the remainder and a lien to be placed on the property until costs are repaid. Staff also said they offered to preserve the historic sign for possible display at the Depot Green and would coordinate a technical advisory committee meeting to coordinate utilities and closures before demolition begins.

Council discussion included timing, lane closures and coordination with ODOT; staff said they do not anticipate business closures but will coordinate lane closures if necessary and notify neighboring businesses. The contract award passed by roll call with one abstention recorded on the roll for a related councilor.
