Decatur council approves appointment after executive session, adopts election and grant resolutions

The City of Decatur council convened a brief regular session after an executive session and moved forward on personnel and routine administrative business. Mayor called the meeting to order at 6:00 p.m., led a moment of silence and the Pledge of Allegiance, and announced an executive session under Section 551.074 to deliberate personnel matters, including the appointment of an associate municipal judge.
Following the closed session, the council returned to open session at 6:16 p.m. and Council member 1 moved to approve sourcing a candidate for the appointment of an associate municipal judge; Council member 2 seconded the motion and the mayor called a voice vote, which carried. The motion implemented the executive-session deliberation; the council did not provide a roll-call tally in the open record.
Staff reported the city has a clean outside audit for fiscal year 2024–25 but said the auditors were delayed by winter weather and have rescheduled an in-person presentation for the Feb. 9 meeting. "I am pleased to report to you, that we do have a clean audit," Staff member said, and asked the council to take no action on the audit item tonight.
On routine election business, staff outlined a standard annual resolution calling a joint general election with the Decatur Independent School District for places 1, 3 and 5 and the mayor's seat. Council member 1 moved to approve resolution R2026-01-02; the motion was seconded and passed by voice vote.
The council also approved a resolution authorizing the city to submit a grant application to the office of the governor for the police department's participation in virtual-reality training. Staff described the opportunity as a "100% funding" grant, with no local match required and an anticipated equipment request of about $100,000. "Captain Gasly is heading this up," Staff member said. Council member 2 moved to approve resolution R2026-0103; the motion was seconded and passed by voice vote.
Council received and approved the quarterly investment report (packet, page 8), which staff said summarizes invested funds and average interest rates. Council member 1 moved to accept the report; the motion passed by voice vote. The council then approved the consent agenda as written.
The mayor asked whether anyone had signed up for public comment; staff confirmed no members of the public were registered to speak. Having heard no requests for future agenda items, the council adjourned by unanimous consent at 6:22 p.m.
The meeting included no contested roll-call votes in the open record; several routine resolutions and administrative items were approved by voice vote and will appear on upcoming agendas as noted.
