Decatur council adopts ordinance authorizing Series 2026 certificates of obligation to fund water, sewer and fire‑station work

Mayor Mike Quiston and the Decatur City Council on an unspecified date voted to adopt Ordinance 20251245, authorizing the issuance and sale of the City of Decatur, Texas tax and limited waterworks and sewer system revenue certificates of obligation, Series 2026, to finance water/wastewater and fire‑station projects.

Murphy Davis, junior with Century Management, described the negotiated sale and underwriting group (Hilltop Securities as lead, with Raymond James and Frost) and said, “That came in at $4.71.” Davis told council the sale was successful and that the all‑in true interest cost (TIC) was essentially in line with the estimates provided in September.

City staff summarized the project scope the ordinance will fund, saying it covers “the construction cost for Fire Station Number 2, the rehab cost for Fire Station 1, and phase 1 for water wastewater plant expansion and new construction [of a] North Side sewer treatment facility with some associated gravity lines.” Staff characterized the package as a significant set of projects affecting public health, welfare and public safety.

Mayor Quiston moved to approve the ordinance; a council member seconded. The council approved the measure by voice vote. No roll‑call tally was printed in the transcript; the record shows the motion passed by unanimous voice vote.

The ordinance authorizes staff to proceed with issuance and sale to the underwriter group. Council did not attach additional conditions to the approval during the meeting.
