Decatur council approves Main Street grant application, regional animal-control ILA and event closure

The Council approved several action items addressing grant pursuit, regional service planning and a community event.
Staff said Decatur Main Street may apply for a Texas Department of Agriculture downtown revitalization grant that could award up to $1,000,000; the grant is cost-participatory and requires a 50% city match up to $50,000 and can fund architectural and engineering work. Council approved a resolution authorizing Decatur Main Street to submit the grant application.
Council also approved an interlocal agreement (ILA) to continue regional animal-control services planning. Staff noted a previous MOU had funded study work; the ILA authorizes a $4,000 contribution to an architect/firm studying regionalization and will allow participation with neighboring jurisdictions in assessing facilities and costs.
On the consent agenda, Planning Director Lisa Hannon presented EV-260001, the annual Sip & Shop event (March 7) and requested a street closure of Market Street from East Main to behind the County Seat, with event hours 6'9 p.m.; the city is awaiting a certificate listing the city as additional insured. Council approved the event application conditioned on staff receiving the correct insurance naming the city as additional insured.
Each item was approved by motion and voice vote as recorded in the meeting.
