Decatur council approves Libertas Public Improvement District to support north-side development

The City of Decatur council voted to create Libertas Public Improvement District No. 1, a financing mechanism staff said could authorize up to $32,000,000 for public infrastructure in a business corridor north of Highway 380 and generally west of FM 734.
Speaking before the vote, staff described the PID as a standard tool to levy assessments on benefitting properties to pay for water lines, hydrants, roads and sewer work. "Public improvement district allows for a levy assessment per living parcel to be placed on this property for the purposes of public improvements," staff said.
Councilor Speaker 10 moved to approve resolution 2026‑0204; the motion was seconded and passed on voice vote. Staff said the resolution is a kickoff step that enables public comment and further development‑team engagement ahead of more detailed financing decisions.
The resolution text appears in the meeting packet beginning on page 4; staff indicated additional detail on authorized improvements and estimated costs is on page 5. The council did not take further financing actions at the meeting and directed staff to proceed with required notifications and next administrative steps.
