Panel legal counsel Mike Gocable told members the panel is tracking amendments to SB 1059 and that the bill was recently amended in ways that could affect ETP—s enabling law. "It just got amended a couple days ago and made significant changes," Gocable said, adding that staff had received the text after the packet was prepared and that "there's a lot to digest."
A panel member asked whether the panel or staff had collaborated on the change and observed that Section 4(d) would remove existing trainer-to-trainee ratios. Gocable responded, "my understanding is this is totally an outside effort," and that ETP—s legal unit had not provided input into writing the amendment. He urged caution and said staff will analyze the text and return with recommendations.
The exchange drew questions from several members who sought clarification about whether the change would be consistent with ETP program rules and how it might affect contract curriculum and oversight. No formal position was taken; the panel directed staff to review the amendment and report back.
