County accepts lower hardware bid to replace UPS systems serving HOC control room

Cheshire County commissioners voted to accept a lower hardware bid for replacement UPS units that support security and control systems at the HOC.
Rob Turnbull presented two bids: Cornerstone (just over $50,000) and Power Solutions (about $39,000 for hardware). Turnbull said Cornerstone’s higher price reflected markup because Cornerstone would act as an agent rather than perform installation or calibration. "Normally, I would go with the original vendor… In this case, I don't believe there is value added," Turnbull said, and recommended the county accept the Power Solutions hardware quote and later procure electricians to handle installation and hookup.
Commissioners asked whether the replacement would require system downtime; Turnbull said there could be brief interruptions of about 10–15 minutes while a bypass is put in place and the equipment is cut over. He also said the quoted $39,000 covers hardware delivery only and estimated $5,000–$6,000 for installation and hookup, to be procured separately.
A motion to accept the lower hardware bid was seconded and passed. The county will contract for the hardware and pursue competitive bids for electrical installation and calibration.
