The Bandon School District Board of Directors voted to approve the annual evaluation of Superintendent Shawna Schmear after the chair read an Oregon School Boards Association (OSBA) public summary of the review. Board members said the evaluation assessed five superintendent goals and eight performance standards and was facilitated and compiled by OSBA.
Anna Cruz, a parent, told the board the evaluation was not included in the packet and argued that omission "undermines transparency," saying the timing of the process eliminated meaningful community surveys and input. "I feel like this undermines transparency around one of your most important responsibilities," she said.
In response, the board chair said the district followed OSBA procedures and timelines, explaining that goals are chosen in August and OSBA conducts the formal evaluation process in February. The chair said community outreach and listening sessions are being developed but that this cycle OSBA lacked time to run a district-wide survey.
A motion to approve the evaluation was made and seconded and passed by voice vote; one board member abstained, stating they were not present for the evaluations. The board noted it will work with the superintendent on professional development goals aligned to district priorities.
The meeting record shows the board emphasized that the public summary will be included in district files going forward. Public commenters urged the board to commit to a clear, timely process that allows meaningful community input before evaluations are finalized. The board did not place the superintendent on administrative leave during the meeting and did not announce any personnel actions at the session's close.
The board indicated it will continue work on outreach tools, including future listening sessions and a public survey.
The board approved the evaluation and will meet with the superintendent in coming weeks to set professional development goals.
