EDC approves up to $294,147 to fund turn lanes for proposed Kroger site

The Anna Economic Development Corporation on Jan. 8 approved an economic incentive agreement to cover turn-lane improvements at the proposed Kroger site, authorizing payment of up to $294,147.15.
Natasha Roach, director of economic development, told the board the turn lanes were not included in the project’s original engineering scope and that the EDC agreed to cover the work so the Kroger project could proceed. “You’ll see in your packet that it is not to exceed $294,147.15,” Roach said, noting the figure reflects actual costs and came in lower than earlier estimates. Roach said the expense will be budgeted out of next year’s incentives and that TxDOT and the city must accept the improvements before receipts can be submitted for reimbursement.
The motion to approve the incentive agreement was made by Bruce Norwood and seconded by Mr. Nylander; the board voted to approve the agreement.
Why it matters: the turn lanes are a condition to move the Kroger site forward and represent a one-time capital expense the EDC will cover from incentive funds. Roach said covering the work now avoids later delays in project construction and permitting.

In other business, manager Selena reported on business outreach and workforce partnerships. She said EDC staff visited downtown property owners to share construction timelines and parking plans ahead of planned work and highlighted a partnership with local employer Holt and the ISD on an 18-month paid internship program with an estimated 65% hiring rate for students who complete the program.
The board moved into closed session under Texas Government Code provisions for real-property deliberation, personnel matters and economic-development negotiations and returned to open session with no reportable actions. The meeting adjourned at 7:12 p.m.
What’s next: the incentive agreement requires the city and TxDOT to accept the improvements before reimbursement; Roach said the cost will be accounted for in next year’s budget cycle.
