The Planning Commission on March 19 recommended approval of CU202511, a conditional‑use permit to allow a detached accessory family housing unit at 2202 Mannequin Road in District 4, but only after amending staff conditions to address screening and siting concerns raised by neighbors and commissioners.
Ben Ellis, a county planner, described site constraints including a shared private drive that does not appear to meet updated private road standards and noted staff revisions to conditions on access, screening and the dwelling’s location behind a building setback line. A commissioner recused from the case prior to the presentation.
Applicant representative Yohali Gonzalez said the applicant was willing to relocate the new home closer to storage to address neighbor privacy concerns and that the final design would likely be two stories. Neighbor Katie Martin said she supported the adjustment and asked that existing vegetation be retained because the proposed dwelling would be taller.
After discussion the commission recessed briefly to craft amended language. On return the commission read an amended Condition 6 requiring that the accessory family housing unit be screened from view of the adjacent dwelling by preservation of existing vegetation plus a wooden privacy fence at least 6 feet high to be installed before issuance of certificate of occupancy; Condition 7 was amended to require general conformance with Exhibit C. A motion to recommend approval as amended passed on a 4‑0 roll‑call vote with one recusal. The case is tentatively scheduled for a Board of Supervisors hearing on May 5, 2026.
