Olivia Demings, the city’s community enhancement coordinator, told the board the garden hosted five classes this past year with about 38 participants and that the stipend would be applied directly to the garden’s water bill. "We have had this in place for the past four years," Demings said, adding the stipend supports hands-on learning opportunities for attendees.
Board members asked whether the stipend is renewed annually; Demings said the city brings the agreement back each year and confirmed it has been renewed for four consecutive years. After brief questions from members, a Committee member (S4) moved to recommend renewal to council; another Committee member (S8) seconded the motion. The board voted by roll call with David, Keenan, Alastair and the chair recorded as voting yes; the motion passed.
The recommendation is advisory: the Parks and Recreation Advisory Board forwarded the request to City Council for final approval and budget authorization. The board did not specify additional funding sources beyond the stipend amount.
Next steps: the board’s recommendation will be included in materials provided to City Council; a council vote is required to authorize the stipend payment for the coming year.
