Anna council approves disannexation for Hurricane Creek Country Club and approves annexation agreement for Leonard Avenue parcel

At its Jan. 13 meeting the Anna City Council approved several land-use items: a disannexation of six acres at the Hurricane Creek Country Club entrance and the municipal services agreement and voluntary annexation for a roughly 2.4-acre parcel on Leonard Avenue (ANX25-0007).
Lauren McQueen (staff) told council the six acres were annexed in 1971 as part of prior developments and currently hold an agricultural exemption. The county golf course is undergoing major renovations and the city agreement with the Grayson Collin Recreational Association had allowed the county club to remain in the extraterritorial jurisdiction (ETJ) with reciprocal arrangements; this action disannexes the six acres and will allow incorporation of that land into the course renovation. The council opened and closed the public hearing with no speakers and approved the disannexation unanimously.
For the Leonard Avenue parcel, staff presented a municipal services agreement as the first of three related items; council approved the resolution and then the annexation ordinance unanimously. Staff said the annexation is voluntary and the property owner intends to rezone the site and apply for a specific-use permit to develop a daycare, subject to the SUP and site-plan processes.
Resident and property owner Catherine McMenemy told the council she has a contract on an adjacent property and supported the proposed daycare as an appropriate use for the small parcel. "We already have a contract... this is part of it," McMenemy said.
The council later debated the companion rezoning request to C-1 and, after extended discussion about process and how to ensure neighbors could review a complete project, voted to table the rezoning to the second February meeting (Feb. 24). Staff advised that tabling to a date certain would avoid re-advertising the zoning case while allowing time for the applicant to prepare an SUP and site plan.
Votes at a glance: the disannexation passed unanimously; the municipal services agreement and the annexation ordinance for ANX25-0007 passed unanimously; the C-1 rezoning was tabled 6–1.
