"If all of our encumbrances would be accurate, the money remaining at the end of the year would be $891,722," she said, and added that with certain adjustments the projection could increase to about $1.15 million or even roughly $1.5 million.
Board members discussed reserve targets and legislative funding. The treasurer noted state guidance that suggests LEAs maintain roughly 5–7% reserves and that 10% is a stated goal; members said a 10% reserve is difficult to reach without additional state funding or levy support.
On personnel: the superintendent recommended, and the board approved, appointing Sarah Earl as treasurer for the 20262727 school year under West Virginia Code citation read at the meeting. The motion to approve the recommendation was seconded and carried with unanimous ayes recorded.
What happens next: With the appointment approved, the treasurer will continue to refine fiscal projections and return to the board with budget and procurement items as needed. The board will also consider levy outreach and monthly reporting items to increase transparency if the levy campaign continues.
