“My name is Mike Moe. I’m the project manager over Industrial Builders,” the developer said, describing phase two of the project and operational choices. Moe said the company intends to avoid immediate city sewer connection by using holding tanks and pumping services and proposed a payment structure for a second phase that would apply half of monthly revenue to project payoff and reserve the other half for employee bonuses.
Council members and staff queried whether extending the city sewer main would be more cost‑effective in the long run and raised unpaid lease invoices the city had not yet requested. One city official noted the existing lease included a $1,200 monthly payment that had not been invoiced previously. Industrial Builders said it would work with city staff to prepare an addendum with the requested modifications.
A councilor moved to ask Industrial Builders to bring detailed plans. After the documentation is drawn up and reviewed, the council voted to approve the expansion of the temporary trailer park; the council also instructed staff to meet with the developer this afternoon to hash out contract details. The developer said the first park will be turned over to the city when its construction costs are repaid and estimated that, under current operations, eventual city revenue from the first park could reach about $30,000 to $35,000 per month once turned over.
The council approved the expansion contingent on receiving the engineering and contract addendum and working through irrigation, access and sewer‑extension questions; the terms and any invoicing for past lease payments will be resolved in follow‑up staff meetings.
