Kewanee council tables Waterworth contract, hears updates on tax levy, tasers, GIS and Route 81

The Kewanee City Council on Nov. 10 voted 5‑0 to table consideration of a one‑year contract option with Waterworth for a long‑term financial model and asset replacement schedule after councilmembers rescinded earlier motions and directed staff to revisit options.
Accounting Technician Courtney Brunson presented preliminary tax-levy suggestions and was asked to research additional details and return with recommendations before any final levy action. Police Chief Kijanowski briefed the council on a grant the department received for new tasers and outlined two acquisition options: obtain more units now using delayed financing or purchase a smaller number over several years; no purchase decision was made.
Director of Public Works Chris Berry said a drafted scope of work for GIS mapping of subsurface infrastructure exceeded the capacity of the small firm that prepared it; he recommended issuing an RFP to recruit a firm able to deliver the full scope. Staff also reported land‑acquisition problems delayed the letting for the Route 81 project; preliminary ‘pre‑work’ such as tree removal and sidewalks is expected to begin next spring/summer once easements are finalized.
What’s next: council asked staff for follow‑up research on the tax levy, to return a revised Waterworth proposal if appropriate, and to issue an RFP for GIS mapping services.
