The presenter characterized the project as preliminary and noted the board has not yet considered the full proposal; staff framed the pilot as a cost-effective way to test technologies before committing to expensive new water-capacity construction.
The council and staff also discussed leak detection tools and potential programs to provide customers with devices that notify owners of abnormal usage to accelerate repairs and reduce water loss.
