Clive council approves roughly $1.2 million in phase 2 construction contracts, sets rebid for one package

The Clive City Council on Aug. 28 approved plans and specifications and awarded prime construction contracts related to the City Hall Renovations Phase 2 project, and approved DCI Group to serve as construction manager-as-agent.

City staff told the council that five bid packages were solicited and while four produced competitive bids the aluminum frames and glazing package (bid package No. 2) drew only one bidder and showed irregularities. "We had five bid packages received... although we only saw 1 bidder for bid package number 2," said Matt, the staff presenter. He recommended rebidding that package and set a public hearing to do so on Sept. 25, 2025.

On the main construction results, staff reported the majority of the project scope came in about 13% under the engineer's estimate. The council approved a resolution awarding prime construction packages for $1,204,968 by a 4-0 vote and separately approved DCI Group as construction manager-as-agent by the same margin.

Why it matters: The approvals advance a project that staff said prioritizes safety and modernization of the City Hall facility, and the rebid aims to ensure competitive pricing on the glazing package where submission irregularities were identified.

Council members praised staff coordination for moving parts of the project and noted transitional plans for staff relocation during construction. Matt said administrative services and community development staff will move to the Harbach Center during phase 2 demolition and construction activities.

Next steps: Staff will rebid bid package No. 2 and return with results following the Sept. 25 public hearing. The broader construction schedule is expected to resume late September pending contract execution.
