Granite Falls City Council approves storm drainage agreement, passes consent agenda

The Granite Falls City Council on July 2 approved an intergovernmental Operation and Maintenance Agreement for privately maintained storm drainage facilities covering property at Section 18, Township 30, Range 7, NW Quarter Lot 2 (parcel #30071800207400) and authorized the city manager to execute the agreement.
Councilmember Tom FitzGerald moved to approve AB 070-2025 and Councilmember David Griggs seconded; the motion carried. The item was described in the meeting minutes as the "Operation and Maintenance Agreement for Privately Maintained Storm Drainage Facilities between Snohomish County and the City of Granite Falls." The minutes do not record roll-call tallies for the motion beyond the result "carried." City Manager Brent Kirk was authorized to sign the agreement on the city's behalf.
Earlier in the meeting the council approved its consent agenda. Councilmember Steven Glenn moved and Councilmember Bruce Straughn seconded the motion, which carried. The consent agenda included approval of meeting minutes (May 21, June 3, June 4 and special minutes) and financial items: claims checks #415367 through #415396 totaling $89,956.73 and payroll claims for June 1–15, 2025 consisting of 20 electronic fund transfers totaling $79,536.95.
Council members also heard routine staff reports. Deputy City Manager Jeff Balentine reviewed administrative items including passport processing updates, Association of Washington Cities (AWC) conference follow-ups, a State Auditor Office fraud update, MRSC's new Bonfire electronic bidding system, a Snohomish County Assessor's Office update, and the city's June 2025 financial position. Public Works Director Charles White reported that "EV Chargers [are] officially up and running (today)" and provided updates on Local Improvement District (LID) projects and a scope-of-work item scheduled for the July 17 meeting.
Council comments covered upcoming community events and administrative matters. Mayor Matthew Hartman encouraged attendance at the SCC dinner on July 17 and wished residents a "safe and sane 4th of July." Councilmember David Griggs noted that the American Legion voted to accept a purchase-and-sale agreement of the Legion property to the city; the minutes record the vote by the Legion but do not include formal council action on the property during this meeting.
There was no public comment recorded. With no further business, Mayor Hartman adjourned the meeting at 8:05 p.m.
