City Manager Jeff Balentine summarized the proposal for council, explaining the recommended increase and reviewing the city’s financial situation, infrastructure needs and compliance obligations as the rationale for the change. Balentine also noted the city’s last stormwater rate increase took effect on Jan. 1, 2016. City Clerk Darla Wilkins submitted the public hearing exhibits into the record. No members of the public spoke during the testimony portion of the hearing.
