At its Feb. 8 meeting the Albia City Council approved several routine and project-related items, including intergovernmental inspection services for the South Clinton Bridge, a safety change order on the bridge, and a contract for tree removal on the Albia square.
Council voted 5-0 to enter a 28E agreement with Monroe County to use county personnel for inspection services on the South Clinton Bridge project; the motion was made by Scott Kelly and seconded by Kathy Mobley. The council also approved a change order to install a safety fence at the south end of the South Clinton Bridge while construction is under way (motion by Kelly; second by Brandon Williams), citing worker and public safety as the reason for the addition.
Bids to remove 30 trees and grind stumps on the square and one block off were opened and reviewed. Bids ranged from $4,752 (Parker Tree Service) to $8,500 (Southern Iowa Tree Toppers). After discussion the council accepted Birchmier Tree Service's bid of $4,800 (motion by Merle Regenold; second by Kathy Mobley), and the motion carried 5-0.
Council reviewed applications for purchase of city property at 511 D Ave West and set a public hearing on disposal of real property for Feb. 20, 2023 (Brandon Williams moved; Merle Regenold seconded). The council also approved the first reading of proposed Ordinance 905, amending Chapter 88 (property maintenance code) (motion by Dennis Conley; second by Brandon Williams), carried 5-0.
On routine business the council approved a new beer and liquor permit for MiTierra Mexican Grill Two and renewals for Dollar General, Bogies and Top Notch Bait and Tackle; approved tax exemption applications (one new home and three business additions) to forward to the Monroe County Assessor; and set a Feb. 20 public hearing for the city's max-levy budget. All motions recorded in the minutes carried 5-0.
City Clerk Linda Heller presented a draft of the new zoning map and City Attorney Matt Brick announced the resignation of James "Buck" Fry. The meeting adjourned at 7:01 p.m.
