Albia council appoints member, approves police sign-on bonus and routine permits

The Albia City Council on Oct. 3 approved a resolution to fill a vacant council seat by appointment and passed several routine administrative items, including a sign-on bonus for certified police officers and a liquor-permit renewal.
Mayor Pro-tem Merle Regenold introduced and the council approved the resolution to appoint a person to the vacant seat; the motion passed 4-0 with Kathy Mobley, Brandon Williams, Merle Regenold and Scott Kelly voting aye and Dennis Conley absent.
On personnel, the council approved a $5,000 sign-on bonus for a certified police officer, to be paid over five years at $1,000 per year through payroll. Scott Kelly moved the motion, Regenold seconded and the motion carried 4-0.
The council also approved renewal of a beer and liquor permit for Family Dollar and voted to assess mowing costs to the Monroe County Treasurer for collection as property tax on three properties; both motions carried 4-0. The meeting record shows the council approved claims as mailed with two additional claims (Vanderbeek $1,550 and General American Lawn Care $325).
Other meeting notes: John Pabst of the Airport Committee reported that trees encroaching on the airport approach need trimming. City Clerk Linda Heller said the Compliance Officer is preparing to start a rental inspection process; the police chief presented draft rental-inspection and complaint forms. The Street Commissioner reported a residential street project has begun and that an IDOT project remains underway. The council adjourned at 6:55 p.m.
