Carlsbad honors two longtime volunteers as Citizens of the Year

Carlsbad Mayor Blackburn presided over a Citizens of the Year ceremony at a regular council meeting, naming Socorro (Rodriguez) Anderson and Ron Baker as this year’s honorees.
The ceremony, which the mayor said dates to 1967 and has recognized 89 community members to date, highlighted Anderson’s more than 45 years of volunteer work in Carlsbad, including coordinating services at Father Raymond Moore Hall, partnering with Catholic Charities and the San Diego Food Bank, and serving as a past president of Congregations for Civic Action.
Anderson accepted the award and told the council, “I’ve been very fortunate in my life. I’ve always had a roof over my head and enough to eat. I like helping others because I think a healthy community is when everyone has those same benefits.” She thanked Saint Patrick’s Catholic Church, Housing and Redevelopment staff member Debbie Fountain and family members who supported her work.
Council members offered personal tributes. Mayor Pro Tem Bap Patel said she was “so happy to see you receive this award” and recalled serving alongside Anderson at Father Raymond Moore Hall. Council member Lisa Acosta praised Anderson’s advocacy and system-level work on behalf of vulnerable families, and Council member Burkholder thanked her for bringing solutions, not just complaints.
The council also recognized Ron Baker’s decades of service. Mayor Blackburn recounted Baker’s move to Carlsbad in 1964, his career creating programs for students with disabilities at MiraCosta College and other community colleges, his service as a Navy submarine veteran, and his quiet volunteer work supporting veterans and seniors.
Baker reflected on his long ties to the city, saying he had “lived in this place as home or a base home for the past 60 years,” and thanked nominators and the council. He described family influences — including his father Gordon, who was Carlsbad Citizen of the Year in 2003 — and local volunteer efforts such as the Carlsbad Laubach Literacy Center and docent work at the Buena Vista Lagoon Nature Center.
The mayor closed the ceremony and invited attendees to a reception outside. No council votes or formal actions were taken during the event.
