Councilmember Whitburn introduced the proclamation, noting that MTS’s annual ridership for fiscal 2025 surpassed 80,000,000 passenger trips — a 7.1% increase over the prior year — and that system customer satisfaction and service frequency have improved. “MTS has increased the frequency of service… and it has improved cleanliness and safety to make our buses and trolleys more welcoming and comfortable,” Whitburn said.
Councilmember Guillermo Rivera seconded the motion. Council members thanked MTS staff and volunteers, citing recent projects that link housing to transit and make commutes faster and more reliable. The motion passed 7–0; the clerk recorded Councilmembers Campillo and LaCava as absent.
The proclamation coincided with public comments in favor of transit from community members who urged the city and regional agencies to explore long‑term fare strategies and keep investments that expand service reach and reliability. The council noted that Oct. 1 would include an MTS “ride free” promotion and encouraged San Diegans to try the system.
The proclamation was ceremonial and did not alter city policy or funding; it recognizes transit’s role in regional mobility and supports continued collaboration among MTS, the San Diego Housing Commission and local partners.
