The City of Carlsbad Parks and Recreation Commission convened a special "meeting on wheels" July 24 at 1:00 p.m. and adjourned to a bus to tour several parks and centers, a city staff member said. The commission planned to return to the meeting parking lot and conclude the session around 4:00 p.m.
The tour is intended to allow commissioners to see facilities and meet staff and program participants, the staff member said. "So this is a meeting, but it's essentially a meeting on wheels," the staff member said, noting the commission has held similar annual tours in recent years.
The facilitator called roll before departing. Commissioners Knight, Gispert and Alleman and Chair Winston were recorded present; the facilitator noted three other commissioners were absent.
Before the tour, the facilitator explained public-comment procedures under the Brown Act. The commission will hear non-agenda public comments for up to 15 minutes at the start of the meeting; during the tour itself, if members of the public were present they would have one three-minute opportunity to speak on the tour agenda item, the facilitator said. The facilitator also reminded attendees that substantive, item-specific discussions with commissioners should be avoided while the tour is underway.
Staff outlined the itinerary and site representation: the tour would begin at the Monroe Street Pool Senior Center, proceed to Pine Avenue Park (including Pine Avenue Community Center and the senior center), continue to Calavera Hills Community Center, and conclude at Lake Calavera Preserve. The staff member said Mr. Gorrs would represent the two community centers on the route and that Mr. Reese would handle Lake Calavera Preserve "in house," with additional staff (Mr. Clarko and Ms. Rogers) joining the commission at stops.
The meeting was procedural and informational: no motions or votes were recorded in the transcript. The commission adjourned to the bus to begin the site visits and planned to reconvene at the parking lot to formally conclude the meeting later in the afternoon.
