Summary
The council approved consent items 1–8, adopted an overnight parking restriction on Babylonia Street (11 p.m.–5 a.m., both sides), adopted Ordinance No. 49 codifying earlier ordinances, approved engineers' reports and assessments for Lighting & Landscaping Districts 1 and 2, and adopted the Housing Commission work plan.
At its July 16 meeting the Carlsbad City Council approved a package of routine and substantive items.
- Consent calendar (items 1–8): moved, seconded and approved unanimously.
- Item 9 (Babylonia Street): council adopted staff's Option 2 to restrict overnight parking on both curb lines from 11:00 p.m. to 5:00 a.m. between 7151 and 7233 Babylonia Street to deter large late-night gatherings; staff will install signage and monitor effectiveness.
- Item 10: council adopted Ordinance No. 49, the codification of ordinance numbers 1–48.
- Items 11 and 12: council held public hearings and adopted final engineer's reports and resolutions establishing assessments for Street Lighting & Landscaping Districts No. 1 and No. 2 for fiscal year 2024–25 (District 1’s average single-family parcel assessment was proposed to remain $70.44; staff noted general-fund transfers to maintain tree and median landscaping funds).
- Item 13: council accepted the Housing Commission’s January 2023–June 2024 work plan report and approved the commission work plan for FY 2024–25.
- Item 14: after a staff presentation and public comment, council directed staff to return with a resolution to have commissioners sign onto the City Council Code of Ethics and public service values and agreed to place that resolution on a future consent calendar for adoption.
