San Diego City Council on Sept. 29 voted to vacate a 0.07‑acre unimproved portion of Beach Street in the City Heights neighborhood, adopting staff’s recommendation and finding the project exempt from the California Environmental Quality Act under the infill exemption (CEQA Guideline section 15332).
Jose Bautista, development project manager with the Development Services Department, told the council the proposed vacation (permit 3221022) affects a 60‑foot wide segment between 1504 Parrot Street and 3698 Cactus View Drive, is zoned for single‑unit residential use, and currently serves only abutting parcels. Bautista said the Mid‑City‑City Heights Community Planning Group had voted 14–0 to recommend approval.
Public comment on the item included questions about historical filing dates and calls for transparency. One commenter queried an 1888 date cited in staff materials; the council clarified during discussion that the city’s founding and historic subdivision dates explain older records.
Council Member Hilo (Ilo) Rivera moved the staff recommendation and Council Member Whitburn seconded. The clerk recorded the motion as passing unanimously, 8–0, with Council Member Foster absent.
The council’s action adopts a resolution vacating the specified portion of Beach Street and adopting the stated CEQA exemption; staff noted the parcel would revert to abutting owners and there were no public utilities in the affected segment.
