Carlsbad Parks & Recreation previews summer camps, CIP projects and budget for 2024–25

City of Carlsbad Parks and Recreation staff on July 15 detailed recent programs, participation numbers and capital projects while previewing the department's near‑term schedule.
Recreation Services Manager Mick Clarco told the commission that the department launched summer camps in early June with 23 camps during the first week and expects to average about 22 camps per week through the program's end on Aug. 16. Clarco highlighted educational offerings at Leo Carrillo Ranch, including a "snake wrangler" presentation for staff and the public, and previewed family events such as the Aloha Plunge on July 20 and the popular "Snores and S'mores" overnight camping event at Aviara Community Park.
Director Lancaster provided program metrics and budget context for FY 2024–25: nearly $23,000,000 in general‑fund appropriations, approximately $2,500,000 in special‑revenue funds (street tree and median district funds) and an $11,000,000 appropriation related to the Crossings Golf Course enterprise fund. Lancaster highlighted service numbers reported in the packet: roughly 26,000 senior meals served and about 23,700 participants in enrichment programs in the prior fiscal year.
On capital projects, Lancaster said the Stagecoach Community Garden (about 35 plots) will be on the City Council agenda next Tuesday for award of a construction contract, with construction expected to begin late summer or fall. He also reported Monroe Street Pool is at 100% plans, with staff aiming to return to the Council on Sept. 10 for approval of plans and specifications; construction could follow pending Council action. Lancaster noted progress on the Calavera Hills and Stagecoach pickleball projects (four courts at each site) and estimated the overall pickleball program timeline at roughly 24 to 28 months.
Staff emphasized workforce capacity: the Parks and Recreation Department reported 58 full‑time staff and a part‑time equivalent of roughly 70.21 FTE, supported by a larger pool of seasonal employees and volunteers essential for summer programming.
Lancaster closed by reminding commissioners of a site tour scheduled the following Wednesday, which will visit Pine Avenue Park, Monroe Street Pool, Lake Calavera Preserve and Calavera Hills Community Park. The commission adjourned at 6:35 p.m.
