Carlsbad council declines San Diego County Water Authority prepayment offer, citing fiscal caution

The Carlsbad City Council voted 4–1 on June 26 to take no action on a San Diego County Water Authority proposal that would allow member agencies to prepay 12 months of fixed charges in exchange for a 4–6% discount.
Staff summarized the offer and its fiscal effects, saying Carlsbad’s estimated fixed-charge payment for a year would be roughly $8–9 million and that, based on the city's investment returns, the prepayment would likely produce only modest savings. "The estimated savings on this chart here assume a 5% rate of return on the city's investments," a staff presenter said while comparing the prepayment discount to normal investment returns.
Council discussion reflected differing views. Council Member Acosta said having the option to prepay could help reduce overall rates and provide regional flexibility. Mayor Pro Tem Bah Patel and the mayor expressed caution about handing funds to the authority for the authority to invest on the city's behalf. One council member moved to take no action; the motion passed 4–1.
Staff noted that as of the meeting seven member agencies had agendized the item and one agency (Leucadia Municipal Water District as reported by staff) had taken action; the decision by Carlsbad was to maintain internal flexibility rather than prepay funds at this time.
Council members asked staff to continue monitoring the proposal as other member agencies act and to report if conditions change.
