The Carlsbad City Council unanimously approved a resolution awarding a construction contract to ACE Capital Engineering for the Stagecoach Community Garden project (CIP 4611) at a contract amount not to exceed $464,353 and appropriating $25,000 from the park development capital fund.
Parks staff said the project will include 35 raised beds, an informational kiosk, a central plaza with a unique shade structure, ADA‑accessible beds, a keyed mechanical punch access system for garden security, a drinking fountain and a keyed access system that requires no power. Staff reported two responsive bids were received; the low bid from ACE Capital Engineering came in at $464,353, roughly $25,000 over the engineer's estimate of $443,327.
Staff noted the project is consistent with previously approved capital improvement programming and the parks and recreation master plan. The council asked about the collaborative relationship with the Carlsbad Community Gardens Collaborative; staff said the nonprofit assists with administrative functions such as maintaining a waitlist and that the city charges a nominal lease fee ($120/year) to offset maintenance costs.
Council moved and unanimously adopted the resolution to accept bids and award the contract to ACE Capital Engineering; staff indicated a notice to proceed and a preconstruction meeting would follow if the council authorized the award.
