Carlsbad council authorizes bids and $1.49 million appropriation for Alga Norte Aquatic Center renovations

The Carlsbad City Council voted unanimously to authorize staff to advertise for bids and to appropriate $1,487,464 from the infrastructure replacement fund for renovations at the Alga Norte Aquatic Center.
City staff described two linked projects: a restroom and locker room renovation estimated at $1,125,000 and a pool replastering project with an estimated construction cost just under $2,400,000 plus about $263,000 for other scope elements. Staff said settlement funds created for Alga Norte left a remaining balance of about $651,000 after prior encumbrances and that the requested appropriation will be drawn from the infrastructure replacement fund to complete the pool work.
The projects would remove and replace tiles, rebuild showers, add waterproofing, replace drains, assess and repair concrete substructure and apply new plaster surfaces to all pools. Staff recommended additional accessibility improvements in the restroom work.
To reduce cost and public impact, staff recommended a single, concurrent closure of the aquatic center of approximately three months (targeting mid‑November through mid‑February). Staff said the consolidated closure could save roughly $275,000 compared with two partial closures by avoiding dual mobilizations, temporary restroom rentals and duplicated fencing. During construction, staff will try to accommodate users at Monroe Street pool and will evaluate nearby facilities in Oceanside and San Marcos for additional capacity.
Council members asked whether the requested appropriation would be sufficient and whether the settlement balance would remain available for other park warranty repairs. Public works staff said the engineer's estimates underlie the request but committed to return to council with the contract award and to be transparent if additional funds are needed.
The council approved two separate resolutions to advertise for bids for both projects and to appropriate the requested $1,487,464; both motions passed unanimously.
