Council authorizes $1.65M RomTek agreement for Veterans Memorial Park buildings

The Carlsbad City Council unanimously approved a resolution authorizing a professional services agreement with RomTek Inc. for design services and pre‑engineered building kits for three buildings at the Veterans Memorial Park project, in an amount not to exceed $1,650,000.
Park staff described the package as design and fabrication work for three park buildings: two northern buildings with restrooms, a concession area and maintenance storage, and one southern building with restrooms and storage. Park Services Manager Todd Rees noted the PSA includes an $80,000 cancellation fee to cover design costs should the city cancel and said RomTek would complete working drawings after award.
Director Kyle Lancaster and staff said project funding is budgeted from Community Facilities District (CFD) No. 1, which is not subject to Proposition H limits. “There is roughly $53,000,000 in the Veterans Memorial Park project budget, so sufficient funds are available for this agreement,” Lancaster said.
The resolution passed unanimously; staff will proceed with RomTek to complete plans for permitting and return with construction documents and a future bid package.
