The City Council considered nominations and made multiple appointments to the Commission on Police Practices on July 1. Nominees gave two‑minute statements and councilmembers asked no substantive follow‑up questions during the presentations.
Michael Rodney Major Jr. was appointed to the youth seat (vote recorded as 7–0 with absences noted). Esdras J. Silva was appointed to the low and moderate income category. Daniel Torres was appointed to the District 3 seat. After successive rounds of balloting for the at‑large seats, David Burton and Elizabeth Inpine each received enough affirmative votes to be appointed; a third at‑large seat did not reach the five‑vote threshold after three rounds and remained vacant for reopening nominations.
During public comment several residents urged the council to fill seats promptly and asked that nominees be prepared to address technology and oversight issues affecting police transparency. Councilmembers stressed the seriousness of the commission roles and urged nominees to be fair, neutral and committed to building trust between the community and law enforcement.
The clerk recorded the various roll calls and multiple seat appointments in the meeting record; several additional vacancies will be reopened for future nominations and votes.
