Council names new members to Commission on Police Practices

The San Diego City Council on Sept. 16 heard short presentations from nominees for the Commission on Police Practices and appointed multiple members after public comment and council questions.
Nominees appearing in person and virtually introduced their backgrounds and expressed commitment to impartiality. Francis J. Tapadino, Walter Jordan Saner IV (Jay Saner), Chinyang "Sunny" Rickard, Kirby Knipp and others described their professional and community experience and answered council members' questions about neutrality and qualifications.
Council Member Von Wilpert asked each nominee to confirm a commitment to impartiality in fact-finding. Nominees who are attorneys and community volunteers described experiences they said would help them be neutral fact-finders if appointed. During the public comment period advocates urged the council to ensure independence, training, and timely action on sustained findings.
Balloting filled the single-nominee District 5 seat with Chinyang Sunny Rickard (unanimous). Walter Jordan Saner IV won the District 7 balloting (8 votes) and Kirby Knipp was selected for an at-large seat (7 votes, with Francis Tapadino receiving one vote). The clerk announced the appointments and indicated the newly appointed commissioners will be contacted to be sworn in and receive onboarding information.
