The San Diego City Council on Oct. 7 approved a request to vacate a 4,749-square-foot (0.11-acre) portion of E Street in the Golden Hill community to permit construction of a cul-de-sac and required public improvements.
Christian Hoppe of Development Services presented the project, which staff determined to be exempt from CEQA under minor-alteration and infill exemptions. Hoppe said the parcel had a prior 2009 approval that expired when conditions were not fulfilled; the current application seeks vacation of the same area with public improvements (35-foot-radius cul-de-sac, curb, gutter, sidewalk and a public storm drain) required as conditions of approval.
A remote commenter asked whether the current applicant was the same as the one in 2009 and why conditions were not fulfilled; staff responded that the public-improvement conditions (cul-de-sac, storm drain and sidewalk) are required now and will be conditions of approval.
Councilmember Woodburn moved to approve the staff recommendations; Councilmember Campbell seconded. The council approved the easement vacation as recorded in the meeting minutes.
Separately, the consent agenda (items 50–55 and 100–105) included several appointments and reappointments (including Climate Advisory Board and Consolidated Plan Advisory Board seats). The record notes discussion and recorded no votes on the animal services user fee schedule (item 101) by two councilmembers, while the balance of the consent items proceeded as indicated in the minutes.
What happens next: the project applicant must satisfy the public-improvement conditions; city staff will record the resolution and proceed with ministerial steps for the vacation.
