The City Council voted Oct. 21 to rescind the older Costa Verde site‑specific plan and approve a new tentative map (PRJ‑1121151) that aligns development at 8610 Genesee Avenue with the updated University Community Plan.
Council President Pro Tem Kent Lee waived the staff presentation because the applicant and community had already engaged extensively. Supporters — including Circulate San Diego and the University Community Planning Group — told council the plan was transit‑oriented and compatible with the Mid‑Coast trolley extension. Chris Nielsen, speaking for the planning group, said the developer engaged the community early, incorporated feedback and that the project provides an opportunity to utilize transit investments.
Pro Tem Lee moved to accept the staff recommendation; Council President Lacava seconded. The council approved the tentative map on a recorded vote listed in the record as unanimous.
The approval rescinds the older site‑specific plan and allows the project to proceed through the remaining entitlement and permitting steps. Staff and the applicant will follow the conditions and monitoring steps required for the tentative map and will continue community engagement as the project advances.
