Corrales council approves resolution to pursue farmland conservation easements using bond funds

The Village of Corrales unanimously approved Resolution 26-07, which authorizes the village to enter option agreements and sets a process for using bond funding to complete farmland conservation-easement purchases. Michael (easement consultant) told the council the bond proceeds are available in the village's account and that staff intends to initiate option agreements and appraisals on the first two prioritized properties to determine how much of the bond will be consumed; additional properties would be pursued if funds remain.
Several landowners and conservation partners spoke in favor. John Whitney, an owner of one of the candidate properties, urged the council to "get it moving" so the parcels do not remain bare and vulnerable while transactions proceed. Alan Brower, senior director with a farm hub organization, described the local farm and school-program benefits and thanked the council for the conservation effort.
Councilors asked about timing and funding mechanics. Staff estimated three to four weeks to finalize option agreements with willing sellers and two to three months to complete appraisals, with an anticipated appraisal-completion window around June'July 2026. Counselors noted the bond requires funds be spent by June 2027, giving roughly a year to disburse proceeds for purchases.
Outcome: Council approved Resolution 26-07 by roll-call vote and asked staff to proceed with agreements, appraisals and prioritized purchases. Staff will report back with appraisal results and a recommended purchase plan for the next steps.
