Aztec commissioners approve Riverview storm funding after questions about earlier $25,000 allocation

The Aztec City Commission voted unanimously Feb. 10 to approve a special budget resolution to fund the storm portion of the Riverview project after commissioners pressed staff to explain why the request returned at a far larger amount than a previously approved $25,000 allocation.
Chair opened the item and took a motion to approve the business item; the motion passed 5–0. Commissioners asked staff to clarify why the commission’s prior decision to cut the project to $25,000 was not final.
City staff responded that the earlier figure did not account for certifications and materials required for new infrastructure. “The city crews cannot perform that work. We do not have the certifications for the new installs of new infrastructure,” a staff member said, adding that the requirement comes “as per the state, as per OSHA.” The staff member also said materials alone would exceed the $25,000 estimate and that the work would be put out to bid.
Commissioners also discussed routing the line down the side of the property rather than through the middle to avoid existing utilities; staff said prior routing plans had changed to avoid infrastructure and that accommodating existing storm lines was part of the expanded scope.
Several commissioners said they recalled a prior vote awarding $25,000 and pressed staff on why the larger request returned to the commission. The staff member said he would check numbers and come back with more information and a full recollection of the needs.
The commission approved the resolution authorizing funding for the storm portion of the Riverview project on a 5–0 roll call.
What’s next: Staff said it will return to the commission with clarified estimates and additional information about the scope, certification requirements and bidding plan.
